Congress Releases Final COVID-19 Investigation Report: Key Findings and a Path Forward

WASHINGTON, D.C. – After a two-year investigation, the House Select Subcommittee on the Coronavirus Pandemic has released its highly anticipated 520-page final report, titled “After Action Review of the COVID-19 Pandemic: The Lessons Learned and a Path Forward.”

This marks the most comprehensive review of the pandemic response ever conducted by Congress. Since February 2023, the bipartisan committee:
• Sent over 100 investigative letters
• Conducted 30+ interviews and depositions
• Held 25 hearings
• Reviewed over 1 million documents

The report serves as a roadmap for future pandemic preparedness—covering origins, relief fraud, public health policy failures, vaccine oversight, school closures, and government transparency.

1. Origins of COVID-19: Strong Evidence for Lab Leak

The Subcommittee concludes that COVID-19 most likely originated from a lab in Wuhan, China, based on five key factors:
• The virus displays biological features not found in nature
• All global cases trace to a single human introduction
• Wuhan houses China’s top SARS lab, known for risky gain-of-function research
• WIV researchers were reportedly sick in late 2019
• If natural origins existed, evidence would likely have surfaced by now

The report also points to Dr. Anthony Fauci’s role in encouraging publication of a 2020 article to downplay the lab-leak theory.

2. Misuse of Federal Funds & Relief Fraud

The pandemic triggered historic fraud and waste:
• $64 billion lost in Paycheck Protection Program (PPP) fraud
• $191 billion in fraudulent unemployment claims
• Over $200 million mishandled by the Small Business Administration
• International fraud rings stole at least half of all relief dollars

Weak oversight allowed foreign actors and domestic scammers to exploit relief systems with little accountability.

3. Public Health Missteps & Misinformation

Many pandemic-era policies lacked scientific foundation:
• 6-foot distancing guidance was not science-based (Dr. Fauci admitted it “just appeared”)
• Mask guidance was inconsistent and inadequately supported
• Lockdowns damaged public health, mental health, and economic stability
• Vaccine mandates lacked full evidence and disregarded natural immunity
• Misinformation from public health leaders led to mass confusion and distrust

Notably, the Biden administration allegedly pressured social media companies to suppress certain COVID-related views—raising free speech concerns.

4. Vaccine Policy: Speed, Science & Coercion

Operation Warp Speed enabled rapid vaccine development. However:
• The vaccine did not stop transmission, contrary to early claims
• The FDA rushed approval under political pressure
• Natural immunity was ignored in policy creation
• The injury reporting system failed to inform the public
• Mandates harmed military readiness and personal liberty

Two senior FDA scientists warned of rushing the vaccine—but were overruled.

5. Schools & Children: Long-Term Harm

The report condemns prolonged school closures, saying they:
• Were not justified by science
• Triggered historic learning loss
• Fueled mental health crises, especially among teen girls

It also reveals that the American Federation of Teachers (AFT) had a direct role in shaping CDC school guidance—raising concerns about political interference.

6. Obstruction & Accountability Failures

The report accuses several federal and state agencies of obstructing the investigation, including:
• HHS, for delaying or ignoring oversight requests
• EcoHealth Alliance, for altering documents and giving false testimony
• Dr. David Morens (Fauci’s advisor), for allegedly deleting records and misleading Congress
• Former Governor Cuomo’s administration, for redacting or withholding key documents
