Congress Releases Final COVID-19 Investigation Report: Key Findings and a Path Forward

WASHINGTON, D.C. – After a two-year investigation, the House Select Subcommittee on the Coronavirus Pandemic has released its highly anticipated 520-page final report, titled “After Action Review of the COVID-19 Pandemic: The Lessons Learned and a Path Forward.”

This marks the most comprehensive review of the pandemic response ever conducted by Congress. Since February 2023, the bipartisan committee:
• Sent over 100 investigative letters
• Conducted 30+ interviews and depositions
• Held 25 hearings
• Reviewed over 1 million documents

The report serves as a roadmap for future pandemic preparedness—covering origins, relief fraud, public health policy failures, vaccine oversight, school closures, and government transparency.

1. Origins of COVID-19: Strong Evidence for Lab Leak

The Subcommittee concludes that COVID-19 most likely originated from a lab in Wuhan, China, based on five key factors:
• The virus displays biological features not found in nature
• All global cases trace to a single human introduction
• Wuhan houses China’s top SARS lab, known for risky gain-of-function research
• WIV researchers were reportedly sick in late 2019
• If natural origins existed, evidence would likely have surfaced by now

2. Misuse of Federal Funds & Relief Fraud

The pandemic triggered historic fraud and waste:
